Before sunrise, trucks are already lined up for kilometers at some of Africa's busiest border crossings. Drivers wait for hours—sometimes days—as food, fuel, and essential goods sit idle. For businesses, every delay adds costs. For truck drivers, it means lost time, uncertainty, and long waits in difficult conditions.

Some of the busiest crossings experience long queues so persistent that they become part of daily life. Truck queues stretching up to 40 kilometers (approximately 1,500 trucks) have been observed at some crossings, delaying shipments of fuel, minerals, food, and other essential supplies.[Default alt]Yet despite the economic importance of these borders, one question remains surprisingly difficult to answer: How congested are Africa’s borders right now?

Until recently, the answer relied on phone calls, media reports, isolated ground sensors, or costly surveys. While some GPS-based systems estimate border-crossing times for a subset of trucks, there has been no consistent, continent-wide picture of congestion. Without reliable, comparable data, it has been difficult for governments to identify bottlenecks, prioritize investments, or measure whether border reforms are actually working.

Today, that is beginning to change—and the answer can be seen from space. The World Bank Group, working with partners and technical experts, has pioneered the use of satellite Earth observation and artificial intelligence (AI) to monitor border congestion from above..

The approach is simple in concept but innovative in practice: use radar and optical satellite imagery to detect trucks, measure queues, and track congestion patterns—all without needing sensors on the ground.

The results are striking. With advanced image-processing techniques, satellites can accurately explain variations in truck volumes at African border crossings. This is a leap forward for trade facilitation, economic integration, and resilience across the continent.

More importantly, it demonstrates how governments could use a practical new tool to improve border operations, strengthen trade corridors, and support the jobs and businesses that depend on them.

How Satellites “See” Borders

By combining different types of satellite imagery with AI, researchers can identify trucks, estimate queue lengths, and monitor congestion over time. Modern satellites observe the Earth’s surface continuously—every day, in all weather, across every region.

The World Bank Group’s approach combines two powerful types of sensors:

1. Synthetic Aperture Radar (SAR): Seeing Through Clouds and Darkness

SAR satellites, such as Europe's Sentinel-1, send microwave pulses toward Earth and measure the reflections. Metal trucks produce strong signals that remain visible even at night or during heavy cloud cover.

While SAR imagery has lower spatial resolution, it is ideally suited to detecting long queues of trucks.[Default alt]

2. Optical High Resolution Imagery: Adding Detail

Commercial satellites, such as PlanetScope, provide near-daily imagery at much finer resolution. These images help validate SAR observations while revealing additional detail around border crossings.

Together, the two data sources create a scalable monitoring system. Once established, adding another border crossing costs less than US$100 per year in computing and storage.


What the Data Reveals, and Why It Matters for Africa

Over the past year, the World Bank Group applied this methodology to more than 70 African border sites.

The findings show not only where congestion occurs, but also how better data can help governments improve the movement of goods across the continent. Together, they point to four important opportunities for policymakers:

1. Congestion Is Real—and Measurable

At Lebombo–Ressano Garcia (South Africa–Mozambique), the SAR time series confirmed recurring congestion waves driven by ore exports, limited nighttime operations, and customs processing imbalances. This border alone handles roughly 1,200 trucks a day each way.[Default alt]


2. Patterns Matter More Than Headlines

Some borders experience chronic congestion. Others follow seasonal cycles linked to harvests or commodity exports. Some experience sudden spikes during crises such as the COVID-19 pandemic or changes in regional trade routes.

Consistent monitoring transforms isolated anecdotes into long-term evidence, helping policymakers distinguish recurring problems from one-off events.

3. An African Border Fluidity Observatory Is Now Feasible

Perhaps the greatest opportunity lies ahead.

This work demonstrates that a continent-wide dashboard to track border congestion in near real time is now technically feasible. If developed, such a platform could provide customs authorities, transport ministries, Regional Economic Communities (RECs), and development partners with a common picture of how trade corridors are performing.

It could also allow countries to benchmark border performance, identify emerging bottlenecks, and evaluate whether investments and reforms are improving the movement of goods. It would represent a world first

4. Fragile and conflict affected regions become visible

Many border areas in the Sahel, Lake Chad region, and the Horn of Africa lack reliable monitoring systems. In these locations, satellites may be the safest—and sometimes the only—way to observe activity objectively.

Better data leads to better policy. With reliable, near real-time information, satellite Earth observation-based border metrics can help governments:
  • Prioritize infrastructure investments.
  • Improve customs staffing and operations.
  • Evaluate trade facilitation reforms.
  • Strengthen corridor resilience.
  • Estimate greenhouse gas emissions from idling trucks.
  • Develop early-warning systems for emerging congestion.

Instead of responding once delays become crises, governments can anticipate bottlenecks before they escalate.

A New Vision for Trade Across Africa

Africa’s economic future depends on moving goods quickly, reliably, and affordably across borders. Congestion at land crossings raises the cost of living, weakens business competitiveness, and undermines regional integration under the African Continental Free Trade Area (AfCFTA).

For decades, the lack of reliable, comparable, and timely data kept policymakers in the dark.

Today, that darkness is lifting.

By harnessing the power of satellites and AI, African countries could transform their land borders into smarter, more efficient, and more transparent gateways— supporting jobs, competitiveness, and resilience.
